2002 Federal Health Care Executive Special Achievement Award

The Award is sponsored by the American Hospital Association, Federal Health System Constituency Section, and recognizes a federal healthcare executive (commissioned officer 0-5 level or lower/GS-14 level or lower equivalent) who has distinguished himself/herself through singularly significant achievements which have contributed substantially to the mission of the federal health system.

The recipient of this award is Major Patrick L. Dawson, Associate Director, Medical Service Corps, Headquarters United States Air Force, Office of the Air Force Surgeon General, Bolling AFB, Washington, DC.  As Associate Director of the Medical Service Corps, Major Dawson provides human resource management for the Air Force Medical Service (AFMS), including responsibility for accessions, assignments, career development, training and utilization for the Air Force’s 1100 hospital administrators.  Major Dawson’s responsibilities also include orchestrating force management programs, policies and procedures for all medical officer and enlisted personnel with a combined strength of over 36,000 individuals.  Major Dawson was responsible for the evaluation and execution of a $5 billion managed care support contract serving over 25 tri-service Department of Defense (DoD) medical treatment facilities caring for over one million beneficiaries for the National Capital Region.  Most recently, Major Dawson authored and instituted numerous Air Force Medical Service “first-ever” processes saving DoD literally “billions.”  Major Dawson implemented a personnel recruitment and retention plan that saved the Air Force over $831 million.  He devised a 24,000 medical officer special pay compensation program that saved DoD over $330 million.  All of these newly enhanced programs affect nearly 12,000 medical officers including all fully qualified Air Force physicians, dentists, nurses, pharmacists, and optometrists.

Major Dawson has seventeen years of diversified experience in numerous positions throughout the Air Force, including positions at F.E. Warren AFB in Cheyenne, WY, Keesler AFB Medical Center in Biloxi, MS and the Office of the Air Force Headquarters, Bolling AFB, Washington, DC.  He is board certified in Healthcare Administration as a Diplomate in the American College of Healthcare Executives, and has received numerous military decorations including the Meritorious Service Medal and Air Force Commendation Medal.

Major Dawson received his Masters in Healthcare Administration at Central Michigan University.
