The private insurance market is dominated by large employer-sponsored group plans. Still, many people cannot participate in employer-based health insurance plans either because they have a chronic medical condition that pre-dated their employment or they are not offered. Acting alone, smaller employers and the self-employed cannot spread risk across a large pool of individuals so the health insurance plans they can purchase may be prohibitively expensive.
High-Risk Pools for the Medically Uninsurable
High-risk pools provide a safety net for people unable to obtain standard medical insurance (most often due to a pre-existing medical condition). Although expensive, most pools have waiting lists because this may be the only option available for otherwise medically uninsurable individuals.
