DISCUSSION: A "TIP" in the IRS instructions describes some of the ways in which a filing organization can make its community benefit report available to the public:
     -  post it on the organization's website,
     -  publish and distribute it by mail or at its facilities,
     -  submit it to a state agency or other organization that makes it public.
