With lawmakers home for the August recess, hospital leaders should contact their senators to gather support for the Physician Pathology Services Continuity Act of 2006, introduced by Sens. Blanche Lincoln (D-AR) and Craig Thomas (R-WY). Barring this legislative fix, a grandfather provision will expire this year that allows Medicare to pay independent labs directly for both the preparation and interpretation of a patient specimen. CMS yesterday released its 2007 Outpatient Prospective Payment System (OPPS) proposed rule, which would set payment rates for calendar year 2007 and would, for the first time, link a hospital's receipt of a full outpatient market basket update to the reporting of inpatient quality measures. This year's rule also incorporates a major revision of ambulatory surgical centers (ASCs) payment methodology, expanded inpatient hospital quality reporting requirements for FY 2008 and other important changes. The Centers for Medicare & Medicaid Services (CMS) yesterday announced the calendar year 2007 proposed rule for the home health prospective payment system. The proposals statutorily required market basket increase, or 3.1 percent, would result in $460 million in additional Medicare payments to home health agencies. Learn More
