CMS today issued the proposed fiscal year 2007 rule for the inpatient rehabilitation facility (IRF) prospective payment system (PPS). A preliminary review of the proposed rule finds the negative coding adjustment, in addition to other pressures such as the 75% Rule and CMS' local coverage determinations, would further worsen patients' access to rehabilitation care and increase volatility for providers.
