Congress returns today with several pressing items, most notably the "jobs" bill, H.R. 4213. Before leaving for the Memorial Day recess, the House passed a pared-down bill that would temporarily prevent the scheduled 21% Medicare physician payment cut and would extend unemployment benefits and certain tax provisions.
