Commenting today on proposed policy changes for Medicare Advantage plan years 2020 and 2021, AHA expressed strong support for the Centers for Medicare & Medicaid Services’ flexible approach to expanding MA telehealth benefits, as authorized by the Bipartisan Budget Act of 2018. The proposed rule would allow MA plans to increase access to telehealth services regardless of whether a patient was in an urban or rural area, including if the individual is in his or her home. AHA encouraged the agency not to restrict the types of providers or services that may be delivered via telehealth at this time, but revisit the issue as technology and medical practice evolves; retain access to in-person services; and work with Congress to “help MA plans and their contract providers finance the infrastructure costs associated with telehealth” and “bring these same flexibilities and reimbursement opportunities to the traditional Medicare program.” AHA also commented on the rule’s proposed policy changes to improve integration of benefits and care for dual eligible beneficiaries.
